Will the Minister of

ROAD TRANSPORT AND HIGHWAYS be pleased to state:-


(a) whether the ambitious Bharatmala Pariyojana is considered as India’s biggest highways development plan and if so, the details thereof including the kilometres proposed and constructed under the project, State-wise;

(b) whether the project is delayed at multiple implementation stages amid funding shortages, if so, the details thereof along with the details of the project including the total kilometres of roads, State-wise including Bihar and Kerala and the funds allocated and spent for the project, State-wise;

(c) whether the Government is struggling with availability of land and planning to cut short the project and if so, the details thereof, State-wise;

(d) whether the Government will take measures to link major fishing harbours and other small ports with major National Highways and State Highways under the scheme and if so, the details thereof; and

(e) whether the Government is ready to declare major roads under Bharatmala project as National Highways in the States including Kerala and if so, the details thereof?

(a) to (e) A statement is laid on the Table of the House.

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NO. 65 ON 7TH FEBRUARY, 2019 ASKED BY SHRI C. MAHENDRAN AND SHRI K.C. VENUGOPAL REGARDING ‘BHARATMALA PARIYOJANA’

(a) The Bharatmala Pariyojana is an umbrella programme, comprising about 65,000 km of Highways. Out of the total length under Bharatmala Pariyojana, 24,800 km Highways (i.e. economic corridors, inter corridors, feeder routes, border roads etc.) along with 10,000 km residual NHDP stretches have been envisaged for construction under Phase-I of the Pariyojana over a period of 5 years i.e. from 2017-18 to 2021-22 for which Rs. 5,35,000 crores have been earmarked. The tentative length of the stretches under Bharatmala Pariyojana, State-wise is provided at Annexure.

(b)&(c) No Madam. The mode of implementation for construction of road stretches under this scheme has been planned in such a manner as to ensure expeditious implementation. In order to achieve completion within the time frame, the progress of projects under Bharatmala Pariyojana is monitored regularly to ensure timely completion of DPR / feasibility study and civil works for the projects. Further, use of latest technology such as LIDAR survey, Drone Imaging, Satellite Imaging, etc. is ensured for expeditious execution of projects. The process of land acquisition for these projects is also in an advanced stage. Already, 137 nos. of road projects having an aggregate length of about 6530 kms have been awarded and are in various stages of implementation.

(d) Yes Madam. Port connectivity and coastal road projects with an aggregate length of about 2,000 kms have been envisaged for construction under Bharatmala Pariyojana Phase-I.

(e) The declaration of road stretches as National Highway is done keeping in view the requirement of connectivity, inter-se-priority, availability of funds etc. In the State of Kerala, road stretches with an aggregate length of about 1240 kms have been envisaged for development under Bharatmala Pariyojana.
